The answers:

Russia

Turkey

Andorra

Monaco

Belarus

Moldova

Ukraine

Croatia

Serbia

Albania

Macedonia

Brazil (borders French Guiana – an integral part of France)

Morocco (borders Spanish exclaves of Ceuta and Melilla)

There is also an argument for Sint-Maarten, which is a constituent country of the Netherlands, but isn’t in the EU. It borders St Martin, which is part of France.
